In 2000, Ricardo J. Elia, Associate Professor at Boston University’s Department of Archaeology, analyzed the United States’ treatment of underwater cultural heritage beyond the territorial sea.  His work was published in The International Journal of Nautical Archaeology.  The article was developed under an NCPTT grant, and a download is available on this page.
