The University of Kentucky undertook a study funded in part by grant MT-2255-6-NC-16 from the National Center for Preservation Technology and Training to establish models for the design and placement of parking and pedestrian corridors in historic small towns.  The project began with the assumption that organizational models could be developed to provide physical access to small downtown districts while at the same time protecting historic resources and the traditional commercial landscape.  This thinking was largely guided by field research conducted in the summer of 1994 on small historic towns in England, which generally exhibit greater organizational clarity due to the intensity of competition for access between automobiles and pedestrians.
